FEMA APPROVES AMERICAN SAMOA MITIGATION PLAN

15 August 2011 - The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA), Region IX, has completed the final review of the 2011 American Samoa Hazard Mitigation Plan, officially adopted by the American Samoa Government on August 4, 2011, and found the plan to be in conformance with Title 44 Code of Federal Regulations (CFR) Part 201.4, Standard State Mitigation Plans

AMERICA SAMOA UTILIZES MITIGATION PLAN

29 September 2009 An earthquake measuring 8.3 on the Richter scale impacted American Samoa and triggered a lethal tsunami. As American Samoa moves beyond the stage of disaster response and into one of disaster recovery they recognize the benefit of having a FEMA approved Mitigation Plan. The approved mitigation plan allows American Samoa to apply for all levels of FEMA assistance. On a personal note, we would like to extend our sincere condolences to the people of American Samoa for their loss.

AUGUSTINE CASINO INCORPORATES PANDEMIC PREPAREDNESS PLAN

September 2009 — The Augustine Tribe and Casino recognize the importance of pandemic preparedness planning. Running a business that never shuts down requires intensive organization and planning. The Augustine Casino is committed not only to staying open but to being a resource to their community in Riverside County, CA. They recognize that during a regional disaster people may turn to the Casino because it is always open, has food and power. FEMA APPROVES PALA BAND OF MISSION INDIANS MITIGATION PLAN UPDATE

04 September 2009 — FEMA officially approved the Pala Band of Mission Indian's updated Multi-Hazard Mitigation Plan. FEMA commended the Pala Band, in their approval letter, for their "thorough update planning process, risk assessment and the clear direction that this Plan gives for long-term planning to reduce the impacts of future disasters."

PALA BAND RELEASES DETAILS OF UPDATED MULTI-HAZARD MITIGATION PLAN

13 February 2009 — Continuing a culture of disaster preparedness and Federal Emergency Management Agency (FEMA) compliance, the Pala Band of Mission Indians is updating its Multi-Hazard Mitigation Plan. Jamie Caplan Consulting LLC wrote the original plan in March 2006 and is writing the update plan as well. FEMA requires that all Tribes have an approved plan to receive funding pre- and post-disaster for emergency debris removal, roads and bridges, water control facilities, buildings and equipment, utilities and parks and recreation.

 

MITIGATION PLANNING SAVES HOMES FROM WILDFIRE ON THE LA JOLLA INDIAN RESERVATION

15 August 2008 —The La Jolla Indian band, one of the poorest tribes in San Diego County, has used volunteerism, timely planning, gifts from wealthy tribes and a bureaucracy-averse reservation government to jump ahead of many devastated communities in recovering from last fall's wildfires.

"Light years" is how Fred Sanford, an American Red Cross volunteer, described the difference. He worked with La Jolla after the Poomacha fire in October and is now a liaison with local Indian tribes.

BE PREPARED IN INDIAN COUNTRY

31 January 2008 — Implementing a pre-disaster mitigation plan will help make a tribe stronger and more able to withstand identified hazards. FEMA approved the La Jolla Band of Luiseño Indian's Pre-Disaster Mitigation Plan Update. The approval of this Plan ensures that the Tribe is eligible to apply for non-emergency Stafford Act funding including Pre-Disaster Mitigation planning/project grants, Hazard Mitigation Grant Program planning/project grants, Fire Management Assistance grants, and Public Assistance (categories C-G). Jamie Caplan Consulting has also written pre-disaster mitigation plans for other tribes including the Agua Caliente Band of Cahuilla Indians, the Pala Band of Mission Indians, and the Ramona Band of Cahuilla Indians. Currently, we are in the process of creating a pandemic flu preparedness plan and a NIMS-compliant plan for the Augustine Band of Cahuilla Indians.

MITIGATION PLANNING SAVES HOMES FROM WILDFIRE ON THE LA JOLLA INDIAN RESERVATION

02 November 2007 — In 2004, the Federal Emergency Management Agency (FEMA) approved the La Jolla Band of Luiseño Indians' Pre-Disaster Mitigation Plan, written by Jamie Caplan Consulting LLC. La Jolla's mitigation plan identified hazards such as wildfire and flooding as risks to the reservation. The plan recommended mitigating those risks through activities that included removing flammable materials near homes and purchasing a generator. The Tribe received mitigation dollars to purchase a generator that they then used to power water lines during the recent Poomacha Wildfire. In effect, incorporating the recommendations of the mitigation plan enabled the Tribe to save nearly half of the homes on the reservation.

AUGUSTINE CASINO REAL-TIME EVACUATION DRILL

13 November 2006 — Under contract with the Augustine Band of Cahuilla Indians, Jamie Caplan Consulting LLC produced an Emergency Evacuation and Preparedness Plan for the Augustine Casino consistent with California Gaming Regulation CGCC-7. As part of the plan, Jamie Caplan Consulting LLC conducted a real-time functional evacuation exercise on November 13, 2006. The exercise ran smoothly and was praised by the Riverside County Fire Department, casino guests and first responders on scene.
