Jamie Caplan Consulting LLC (JCC), founded in 1997, is a certified Woman-Owned Business Enterprise (WBE) and is located in Northampton, Massachusetts. Ms. Caplan, the firm’s principal, has been working in the field of emergency management for 20 years. Ms. Caplan personally tends to all projects with a support staff backing her. JCC provides comprehensive emergency management services for all phases of disaster management, including mitigation, preparedness, response and recovery.

Jamie Caplan Consulting LLC approaches each client and each project as unique. We spend time listening to your needs, gathering data and analyzing your circumstances. With this information, we create customized solutions. We complete our projects on time and within a designated budget. We utilize state-of-the-art technology including Hazus-MH and promote sustainable development and establish partnerships wherever possible to increase project success. We build emergency management systems to respond to crisis today and tomorrow.
Mitigation and Preparedness
Mitigation planning is at the forefront of JCC’s expertise and focus. JCC has vast experience developing mitigation plans for unique jurisdictions such as the Territory of American Samoa and multiple Native American Tribes. JCC was the Prime Contractor for Connecticut’s South Central Regional Council of Governments (SCRCOG) Multi-Jurisdiction Hazard Mitigation Plan for ten jurisdictions in South Central Connecticut. JCC completed a multi-hazard risk assessment for the University of Massachusetts Amherst and assisted the Pioneer Valley Regional Planning Commission with the university’s mitigation plan. JCC worked with FEMA Headquarters to develop mitigation-planning guidance documents and a mitigation-planning course. FEMA Region 1 uses tools developed by JCC as best practices when educating local governments about mitigation planning.
JCC has written a several Infectious Disease and Pandemic Flu Plans, Disaster Preparedness Plans and conducted tabletop and functional exercises. We are certified in many of FEMA's Emergency Management Institute National Incident Management (NIMS) courses.
Response and Recovery
Our complete services include creating plans for you as well as conducting table-top exercises and evacuation exercises. We understand that your priorities are the safety of your residents and employees, the protection of your resources and facilities, and the continuity of your business or government, and we will do our best to create a plan with those priorities in mind. JCC participated in New York State’s NY Rising Community Reconstruction Program and was the primary author for the Southern Brooklyn Peninsula Reconstruction Plan. The New York City Housing Authority was awarded $108 million dollars for one of the projects highlighted in this plan. In addition, the Planning Team won an award for “Best Involvement of Vulnerable Populations.”
Public Outreach and Stakeholder Engagement
Ms. Caplan has presented at and organized dozens of conferences including five Annual Hazus User Conferences and several New England All Hazard Mitigation Planning Conferences. In addition to large conferences, JCC develops outreach plans for multiple types of projects. We conduct strategic planning sessions and meetings with diverse stakeholder groups for mitigation plans, coastal resilience plans, and response and recovery plans. Ms. Caplan’s style is energetic and collaborative. She listens and understands how to join the diverse needs of stakeholder groups.
HAZUS
We enjoy working with diverse stakeholder groups. From 1997 – 2012, JCC worked as the primary worldwide, Hazus User Group Coordinator for FEMA. Hazus User Groups are public-private partnerships, which include federal, state and local government representatives as well as private industry, utility, university and nonprofit representatives. JCC created FEMA 404 “How to Create a Hazus User Group,” a guide for forming multi-hazard Hazus User Groups.
Jamie Caplan Consulting owns and maintains the www.usehazus.com website and has supported all of the Hazus User Groups, public-private partnerships throughout the U.S. and internationally. We utilize HAZUS in many of our projects and risk assessments.
