Massachusetts State Hazard Mitigation and Climate Adaptation Plan, September 2018
Massachusetts Emergency Management Agency (MEMA) and Massachusetts Energy and Environmental Affairs (EEA) | March 2017 - September 2018
Project Highlights
- First plan of its kind to integrate climate change impacts and adaptation strategies with hazard mitigation planning.
- Jamie Caplan Consulting served as the Mitigation Strategy and Stakeholder Engagement Lead.
As Mitigation Strategy and Stakeholder Engagement Lead for the award-winning State Hazard Mitigation and Climate Adaptation Plan (SHMCAP), Ms. Caplan developed a series of workshops for stakeholders throughout state and local government agencies. These workshops led to the development of actions for all Executive Offices and over 20 state agencies.
Jamie Caplan developed an outreach strategy to keep the Project Management Team informed and the stakeholders involved. The mitigation strategy is the first state plan to integrate climate adaptation and hazard mitigation. Ms. Caplan developed the Mitigation Action Tracker and has since fine-tuned this tool for other regions.
The SHMCAP’s strategy to address risks and vulnerabilities from natural hazards and climate change impacts, is guided by a mission statement and five goals. The strategy includes 108 actions the Commonwealth may take to reduce or eliminate long-term risk to people, property, and natural systems from climate change and/or natural hazards and their impacts.
